Understanding The Supportive Services for Veteran Families (SSVF)
This program is a U.S. Department of Veterans Affairs housing stability initiative. It was created to help very low-income veterans and their families either stay in their current homes or find new permanent housing after experiencing homelessness.
SSVF focuses on helping veterans rebuild stability with services like case management, housing counseling, job support, and even short-term financial aid to cover rent or utility bills. The ultimate goal is housing first—without a stable place to live, addressing other needs like employment, healthcare, or mental health is more challenging.
Who Qualifies for SSVF?
SSVF serves very low-income veteran families who are either at risk of losing their housing or already experiencing homelessness. To be eligible:
- Veteran Status: At least one person in the household must be a veteran (with a discharge status other than dishonorable).
- Income Requirement: The household must be low-income, typically defined as not exceeding 50% of the Area Median Income (AMI) for most services. However, some sources and specific services may allow up to 80% AMI. For most applicants, 50% AMI is the key threshold.
- Housing Situation: You must be:
- At risk of losing current housing
- Homeless and moving into housing within 90 days
- Recently exited housing and need new accommodations.

What Services Does SSVF Offer?

Benefits Navigation
Get help accessing VA healthcare, disability compensation, SNAP, employment programs, and other local services.
Legal Aid and Childcare Support
SSVF also funds services that support the whole family, including legal help with landlord disputes or child support and access to childcare resources for working parents.
What Is the “Shallow Subsidy” Program?
The Shallow Subsidy program is a longer-term solution for veterans with steady but limited income. It provides fixed rental support for up to two years, helping veterans stay housed even in high-cost areas.
It’s less intensive than traditional SSVF support but offers peace of mind for those who need ongoing help.
